“Service area reductions” happen when a Medicare Advantage (MA) plan stops serving certain counties or ZIP codes, or when an insurer exits a region or market altogether. Sometimes this means an entire plan disappears; other times, a type of plan (for example, PPO vs. HMO) may no longer be offered in your area.
If your plan is affected, you will receive a notice from your insurance company. That letter is important because it will indicate that your current coverage will not automatically continue, and you will need to take action to ensure that you have adequate coverage.
Why Are These Reductions Happening?
Several factors are pushing insurers to scale back:
· Changes in Medicare rules and reimbursements that reduce plan revenues.
· Rising health care costs and utilization that make certain regions less profitable.
· Insurers shifting strategies, leaving areas where it is harder to compete or manage costs.
How Many People Are Affected?
· Estimates indicate that approximately 1.5 million Medicare Advantage members are enrolled in plans that will not be offered in 2026 with three national carriers alone.
· With 34 million people enrolled in MA nationwide, this means there will be considerable changes in plan availability and benefits in affected areas across the country.
What Does This Mean for You as a Beneficiary?
If your plan is reduced or eliminated, you could face:
· Needing to switch to a different Medicare Advantage plan during the Annual Enrollment Period
· Higher costs in the form of copays, deductibles, or out-of-pocket maximums.
· Changes to provider networks, meaning your doctor or hospital may not be covered.
· Possible loss of additional benefits.
· Fewer choices overall, especially in rural areas.
What are the Options if You are Affected?
The good news is, if your plan is leaving your area, you will have several options to consider:
1. Choose a Different Medicare Advantage Plan
· During the Annual Enrollment Period (October 15 – December 7), you can pick another plan available in your county.

2. Use a Special Enrollment Period (SEP)
· If your plan is discontinued, you qualify for a SEP that lets you enroll in a new MA plan outside of regular enrollment windows.
· This gives you additional flexibility and time to review your choices.
3. Return to Original Medicare
· You can go back to Original Medicare (Parts A & B) at any time if your MA plan is leaving your area.
· If your Medicare Advantage (MA) plan is leaving your area because of a service area reduction, you generally qualify for a Medigap guaranteed issue right.
· A 63-day guaranteed issue window begins when your MA coverage ends allowing you to apply for certain Medigap (Medicare Supplement) plans without medical underwriting.
· Importantly, Medigap coverage cannot start until your current Medicare Advantage plan coverage ends.
